Integran were engaged to perform financial modelling in relation to conversion of an existing greywater sewer scheme to a traditional sewage system under a variety of funding arrangement options.  Advice was provided based on the modelling outputs, identifying potential funding arrangements available under the Planning, Development and Infrastructure Act 2016, the extent of funding required, and recommendations made in relation to these options.

Scope:

  • Desktop data review;
  • Project workshop with Council officers;
  • Stakeholder Engagement and gap analysis;
  • Network modelling amendments, options, and refinement;
  • Prepare demand model;
  • Prepare financial model;
  • Prepare preliminary advice and draft findings;
  • Prepare business case strategy report.

  • Schedule of works financial model;
  • Preliminary advice and draft findings;
  • Business case strategy report; and
  • Technical note outlining inputs, assumptions, and methodologies used in the project.

 

The findings of this business case and assessment of the South Australian Infrastructure Scheme framework will inform Council’s decision on whether to pursue the development of an Infrastructure Scheme for the Mount Barker growth areas.

Following on from the success of the project, Integran has recently been approved by the South Australian State Government (Dept of Planning, Transport and Infrastructure) as a Scheme Coordinator.  DPTI has established this panel so that an Infrastructure Scheme proponent, whether a local government or private entity, can select a pre-approved consultant with suitable qualifications and experience to prepare and coordinate aspects of Basic Infrastructure Scheme’s (BIS), and General Infrastructure Scheme’s (GIS) in accordance with the requirements of the Planning, Development and Infrastructure Act 2016.

Integran was successful in applying for the following aspects of the Scheme Coordination process:

  • Preparation of scoped and costed proposals;
  • Development of work programs;
  • Community consultation;
  • Development and administration of funding arrangements and provision of relating advice.
